This list shown in the following sections includes natives who are eligible by geaographic region for different visa lotteries such as the US DV-2019. This list does not include previous diversity immigrants, asylum seekers, NASCARA beneficiearies, refugees etc.
The countries not eligible for this program are identified by natives not eligible for the program because of they are principle source countries of family-sponsored and employment countries.
However, countries such as Russai, Iran, Ethopia, Bangladesh, Cuba, Ukraine and Nigeria who have sent more than 50,000 immigrants in the past years are still eligible.
What does the term native mean?
A native means someone born in a particular country not minding whether this indidvidual is resident in a different country at the moment. It could also apply in different circumstances that a person is entitled to be charged by a specific country other than the country where he/she was born under the Immigration Nationality Act, Section 202 (b)
Africa

Individuals in these areas are administered prior to June 1967 by Isreal, Syria, Jordan and Egypt are chargeable respectively to Israel, Syria, Jordan and Egypt. Persons within the Gaza Strip are chargeable to Egypt while persona within the West Bank is chargeable to Jorday. In addition, persons born in the Golan Heights are chargeable to Syria.

Individuals born in Macau S.A.R. derive eligibility from Portugal and must select Portugal as their country of eligibility.
Please note, with respect to diversity programsNorther ireland is to be treated differenty and so is eligible for the US Visa lottery DV-2019.
Countries in Europe not eligible for the Visa lottery programi include Great Britatin (United Kingdom, Bermuda, Anguilla,
British Virgin Islands, British Indian Ocean Territory, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, Pitcairn, South Georgia and the South Sandwich Islands, St. Helena, and Turks and Caicos Islands.

The following countries in Asia are not eligible for the US Visa lottery program and they include India, Pakistan, Bangladesh, China (mainland-born), Philippines, South Korea and Vietnam.
